Florida has more Medicare beneficiaries than almost any other state in the country roughly 4.7 million enrolled residents, with the highest per-capita Medicare population of any major state. Carriers compete aggressively here. That's good for you more choice, richer benefits, lower premiums on Medicare Advantage plans than almost anywhere else in the country.
It's also a state where the wrong Medicare plan can be a real problem. Hurricane season runs June through November. Snowbirds arrive and depart with different coverage needs than year-round Floridians. Lee Health dominates Southwest Florida; HCA Florida runs huge swaths of the Gulf Coast and Tampa; AdventHealth anchors Central Florida; Cleveland Clinic Florida draws specialty referrals from across the state. Each of those systems has different relationships with different Medicare carriers, and the plan that fits a Cape Coral retiree is not the plan that fits a year-round Orlando resident.

That competition is good for you on price and benefits, but it makes plan selection harder, not easier. Hospital Systems Serving Florida
Florida is a big state with regionally dominant hospital systems. Here's how they break down — and why this matters for your Medicare Advantage selection:
Lee Health dominates Southwest Florida — Cape Coral Hospital, Lee Memorial Hospital, HealthParnita Springs, Ek Medical Center, Gulf Coast Medical Center. If you live in Lee County (Cape Coral, Fort Myers, Bostero, Sanibel), Lee Health is almost certainly in your provider mix. Most Florida Medicare Advantage carriers include Lee Health, but access varies by specific plan tier.
HCA Florida has a huge footprint across the state — particularly along the Gulf Coast, Tampa Bay, and Central Florida. HCA Florida Englewood Hospital, HCA Florida Sarasota Doctors, HCA Florida Brandon — dozens of facilities. Network access depends on your specific carrier's contract with HCA.
AdventHealth anchors Central Florida — AdventHealth Orlando is one of the largest hospitals in the country, and AdventHealth has facilities throughout Orange, Seminole, Volusia, and Osceola counties. Florida Blue and most other major carriers have strong AdventHealth coverage.
BayCare Health System serves the Tampa Bay region — St. Anthony's Hospital, Morton Plant Hospital, Mease Countryside, Winter Haven Hospital. If you're in Pinellas, Hillsborough, Pasco, or Polk counties, BayCare is probably your primary network.
Cleveland Clinic Florida is a specialty referral powerhouse — Cleveland Clinic Weston, Cleveland Clinic Indian River, Cleveland Clinic Martin Health. Many complex specialty referrals route through Cleveland Clinic regardless of what primary care system you're in.
Mayo Clinic Jacksonville is the major specialty referral center for northeast Florida. Like Mayo's Minnesota campus, it accepts Original Medicare and most Medicare Advantage plans at varying access tiers.
When I help a Florida resident pick a Medicare plan, the first question I ask is which of these systems your primary care doctor and specialists belong to. That answer drives nearly every other decision.
Hurricane Season and Your Medicare Coverage
Florida has hurricane season every year from June through November. Most Medicare articles don't bother covering this, but if you're on Medicare in Florida, hurricanes can affect your coverage in three specific ways.
1. Evacuations and out-of-network care. If you have to evacuate to Alabama, Georgia, or further north, a Medicare Advantage HMO typically only covers emergency care outside its service area. If you need routine medication refills or follow-up care during an evacuation, you may be out-of-network. A PPO plan or Original Medicare with a Medigap covers you nationwide.
2. Prescription continuity. CMS allows emergency prescription refills during declared disasters, but the process can be slow. Knowing in advance which of your meds are mail-order eligible and whether your Part D plan has an emergency-refill protocol saves you a real headache when you're trying to evacuate.
3. Special Enrollment Periods after a declared disaster. If a federally declared disaster affects your area, you may qualify for a Special Enrollment Period to change your Medicare Advantage or Part D coverage outside the normal Annual Election Period. Most agents don't volunteer this. If you've been displaced or your care has been disrupted, call me and we'll see what windows apply.
Hurricane planning is part of Florida Medicare planning. If you don't have a plan that works during an evacuation, you don't really have a plan.

Snowbird Coverage
Southwest Florida has one of the largest seasonal-resident populations in the country. Roughly a third of homes in Lee County are owned by part-time residents most of them from the Midwest. If that's you, your Medicare plan is the single most important decision affecting your healthcare during your Florida months.
If you have a Medicare Advantage HMO based in your home state, your Florida months may be effectively uncovered for non-emergency care. I've sat across from snowbirds who discovered this when they tried to schedule a routine follow-up in Fort Myers and were told their home-state plan wouldn't pay for the visit. The fix is usually a national-network PPO, an MA plan with a travel benefit, or Original Medicare plus a Medigap that works at any provider that accepts Medicare anywhere in the country.

For year-round Florida residents whose providers are concentrated in one network, MA often works great. For snowbirds or travelers, Medigap usually fits better.
Will you sometimes tell me NOT to switch plans?
Yes. About a third of the annual reviews I do end with 'don't change anything — your current plan is still the right one.' That's the job. If I only recommended switching every year, I'd be working on commission, not for you.
